Completion of an apprenticeship or traineeship (where the RTO has ceased operating) (PDF, 170KB)

Information to get started

All apprenticeships and traineeships in Queensland are competency-based. This means that when an employer and apprentice or trainee are satisfied all training and assessment required under their training plan has been completed, and the registered training organisation (RTO, or training organisation) for the apprentice or trainee has issued the qualification, they may begin the completion process which involves the employer, apprentice or trainee, and the training organisation signing a completion agreement.

However, there have been occasions when the training organisation has ceased operating before a completion agreement is signed.

When completing an apprenticeship or traineeship, apprentices and trainees will receive 2 certificates.The training organisation will issue a certificate for successfully completing the qualification and, if satisfied all requirements have been met, the Department of Employment, Small Business and Training will issue a completion certificate for the apprenticeship or traineeship.

On rare occasions however, a training organisation may cease operating and not issue the final qualification certificate and/or cease operating before signing a completion agreement.

If the final qualification certificate was not issued before the training organisation ceased operating, the Australian Skills Quality Authority (ASQA) may be able to assist apprentices and trainees in this situation. ASQA cannot issue a certificate on behalf of the training organisation but can issue other documentation stating the units of competency the apprentice or trainee achieved with the training organisation.

Note: All units of competency required for the qualification must have been successfully completed to progress with completing the apprenticeship or traineeship for the department to consider issuing a completion certificate.

Completing the apprenticeship or traineeship when the training organisation has ceased operating

1. Changing the training organisation

One option for an employer and apprentice or trainee in the situation where their training organisation has ceased operating before a completion agreement is signed, is to change to another training organisation. The ATIS-007 Changing the registered training contract information sheet has further information about changing the training organisation.

This may be the preferred option for an apprentice or trainee who completed their qualification and would like a certificate for future reference, but their training organisation ceased operating without issuing one.

IMPORTANT NOTE: Changing to another training organisation is the ONLY option for apprenticeships and traineeships where the industry's regulatory and licensing authority requires a training organisation to verify that the apprentice or trainee has completed all training and assessment required under the training plan. 2. Application to the department for completion

For all other apprenticeships and traineeships, other than those where there are industry and licensing requirements as indicated above (e.g. electrical licence), another option is for the employer and apprentice or trainee is to apply to the department to issue the completion certificate for the apprenticeship or traineeship.

The application for completion process

If the employer and apprentice or trainee are satisfied the apprentice or trainee has completed all training and assessment required under their training plan, and the training organisation has ceased operating before a completion agreement is signed by the employer, apprentice or trainee and training organisation, the employer and apprentice or trainee may apply to the department to issue the completion certificate for the apprenticeship or traineeship. Note: Apprentices and trainees who served all or part of their apprenticeship or traineeship as school-based must have completed the minimum required paid working hours. The department may request evidence to substantiate the minimum paid work required has been completed.

When submitting an application to the department, the employer and apprentice or trainee are required to agree on a proposed completion date of the apprenticeship or traineeship, which must be after the apprentice or trainee has achieved workplace competence in all competencies under their training plan, and not more than 10 days after the date they sign the application.

Note: If the agreed proposed completion date is more than 10 days in the future, the employer and apprentice or trainee should consider the option of changing training organisations to allow more time for them to be satisfied that all training and assessment has been completed.

The employer and apprentice or trainee will also be required to provide a copy of the apprentice/trainee's current training plan and evidence supporting the application including:

  • a qualification or statement of attainment issued by the training organisation prior to it ceasing operations; or
  • a statement of results issued during the process of winding up the training organisation; or
  • a letter or documentation from ASQA stating the units of competency the apprentice or trainee achieved with the training organisation.

The department will issue a completion certificate ONLY if satisfied the apprentice or trainee has completed the apprenticeship or traineeship.
